5v5 Basketball Rules & Regulations

The following rules and regulations shall govern all teams and individuals playing under the jurisdiction of the California State University, San Bernardino Department of Recreational Sports. The California State University, San Bernardino Department of Recreational Sports reserves the right to make any rule modifications and/or other changes during the course of the league whenever it deems such action necessary and proper.

1. RULES OF PLAY

Official basketball rules as published by National Federation of State High School (CIF), with certain exceptions as noted herein, will be used during league play.

2. SCOREKEEPING

The Department of Recreational Sports will keep the score and game clock.

3. TIED GAMES

If the score is tied at the end of regulation time, a 2-minute overtime period will be played. Regulation clock will be in effect for the duration of the overtime period. If the score remains tied at the end of the first overtime period, a second overtime period will be in effect. The duration of the second overtime will be 1 minute. If there is still no winner a tie will be declared. Playoff games will continue until there is a winner.

4. ELIGIBILITY

Only CURRENT students, staff, faculty, and alumni association members are eligible to participate. A student must have paid his/her fees, which include a portion that is directed toward the Department of Campus Recreation. Students in an Extended Education program or who are Open University students are not eligible to participate. The exception for this would be for the students participating in the 10 week International Student Exchange. Teams who have players on their roster who have either been a member of a collegiate team or a professional team must get approval of Campus Recreation before the season begins.

Any team with two or more current or former collegiate and or professional basketball players on their rosters must advise the Department of Recreational Sports in advance and BEFORE the program begins. If this is not done, all games played with or without the current/former collegiate and or professional basketball players will be considered losses. The intent of this rule is to make all other participants aware of the circumstances, and to make modifications (if necessary) for championship awards.

A player may play for only one team. A player who has played on more than one team without explicit authorization will have all games they played in count as losses, including games played on for their “original team”.

  1. If any player is found ineligible for any reason all of the games that he/she has participated in will be losses.

5. DUNKING

Dunking will be allowed during this program. Any player deliberately hanging on the rim for no reason after a dunk will be assessed a technical foul. Should any rims or the fiberglass backboards be damaged because of malicious hanging on the rims, the Department of Recreational Sports will hold the guilty person financially responsible for total replacement of the damaged equipment, as well as administrative costs associated in rescheduling games, officials, etc. Also, based on the Student Discipline Code, any damage caused by maliciousness could result in the expulsion, suspension, and/or probation of the student involved.

6. GAME LIMITS

  1. Games consist of two 20-minute halves. The first half is a RUNNING CLOCK the second half is a RUNNING CLOCK with the final two minutes being kept as REGULATION CLOCK during the last 2 minutes of the second half (see rule 15b).
  2. TIME OUTS - Each team is allowed 3-one minute time outs per regulation game (cumulative). In the event of an overtime period, each team is issued a single one-minute time out for each overtime period. There will be a 5-minute time break between halves.
  3. Game time is forfeit time, as kept by the official/scorekeeper’s watch.

7. FOOD/DRINKS

No food or drinks are allowed inside the gym and spectator area (bleachers). This includes player’s sipper bottles, water, etc.

8. CHANGES TO LEAGUE SCHEDULE

Every effort will be made on the part of the Department of Recreational Sports to accommodate special needs PRIOR to the beginning of the season. All teams are advised that once the season begins, changes to the league schedule will not be changed to accommodate teams who may have certain players who can not participate due to personal work schedules, prior engagements, or other games.

9. EJECTED PLAYERS

Any player(s) who actions on or off the court are not consistent with general accepted practices of good sportsmanship will be subject to ejection. An ejected player is one who, because of some unsportsmanlike act, can no longer participate in a given game. A player who has fouled out of a game is not necessarily an ejected player. Any player ejected must leave the premises within 2 minutes. The game will not continue until the ejected player(s) leave the premises. Ejected players not complying will have further sanctions imposed against them, as well as cause their team to forfeit the game and possibly their season. The Department of Recreational Sports policy on ejected players dictates that any player ejected from any game will be automatically suspended from at least the next scheduled game. Upon the suspension, the player will receive a letter from the Recreational Sports Department stating what ruling will be handed down. After receiving the letter you may appeal within two (2) business days from the time you receive the letter. The Coordinator of Campus Recreation will review all appeals.

If any player is ejected a second time during their participation in ANY program, they will be immediately suspended from any and all programs sponsored by the Department of Recreational Sports until their case can be reviewed and an administrative hearing by the Department of Recreational Sports can be held.

10. BANNED PLAYERS

The Department of Recreational Sports reserves the right to ban any player, coach, spectator, or participant from further participation for an indefinite time period due to any misconduct and/or unsportsmanlike conduct.

11. EQUIPMENT

  1. NO shorts or pants with pockets allowed and NO belt loops.
  2. Jewelry is not allowed - PERIOD! Placing tape over any type of jewelry on any part of the body is not allowed, as the jewelry is still present, and presents a safety concern to both the player wearing the jewelry as well as the opponent. The game will not begin until all jewelry is removed.
  3. Shoes - All players must wear an enclosed non-marring sneaker. A shoe that mars floors or leave marks may not be worn.
  4. The Department of Recreational Sports will provide the game ball for all scheduled games. Should both teams involved in a given game have another ball, which both teams mutually agree to use instead of the one provided, it may be used.

12. SPECIAL RULES

  1. BONUS SITUATION - The bonus situation (1 + 1) will be in effect on the 7th team foul. The Double Bonus is in effect on the 10th team foul (automatically 2 free shots)
  2. FOULING OUT - after 5 personal fouls the player "fouls out" and must remain on the bench.
  3. LANGUAGE – If person(s) affiliated with team(s) use abusive or foul language before, during or after a contest the team/individual will receive one warning. If the language does not cease the individual will be suspended from play until the Department of Campus Recreation deems necessary.
  4. COMMUNICATION WITH OFFICIALS - Only the team captain/coach is allowed to have communication with the game officials. Should a certain player(s) have questions/concerns, they should be directed to the officials via the captain/coach ONLY.
  5. TECHNICAL FOULS - In addition for reasons for officials to call technical fouls as listed in the CIF Rulebook, technical fouls will be assessed for:
    • Arguing with referees or instructing/assisting referees with calls
    • Expectorating (spitting anywhere on or in the basketball area)
    • Interrupting the flow of the game
    • Unsportsmanlike conduct
    • Non-conformance with the rules.
    • Two technical fouls within the same game (coaches / players) will result in ejection.
    • Any coach or player accumulating 2 technical fouls within a season will be reevaluated to determine their suitability for their continued participation in this program.
  6. Coaches are permitted to walk/stand while the game is in progress as long as he/she does not inhibit the referee(s).
  7. ANY player, placed within the free throw area, may begin positioning for a rebound once the ball leaves the shooters hand.

13. TIME VIOLATIONS

The following are time limits you have:

  • 3 seconds when on offense and in the lane
  • 5 seconds to inbound a ball
  • 10 seconds to advance the ball past the half court line

14. FORFEITS

If a team is not properly registered by game time (start of game) that team forfeits that game. Every one forfeit will equal one loss. After 2 forfeits, the team will be removed from the league. The only exception for a forfeit is the default rule. If a team can give the Recreation office at least a 24-hour notice that they will not be able to play their scheduled game, then the forfeit would only count as a loss. Teams would not lose their money and the forfeit would not be recognized as one of the two forfeits to be dropped from the league.

15. PLAYERS/ROSTERS

  1. ROSTER SIZE - Rosters with an unlimited amount of players are required to be submitted to the Department of Recreational Sports no later than the captains meeting. Unless prior arrangements were made with the Coordinator.
  2. SIGNED ROSTERS – Captains are responsible for making sure that each player signs their roster, registers his/her social security number and supplies a valid Coyote One card at game time. The captains also understand and realize that the Department of Recreational Sports DOES NOT HAVE OR PROVIDE MEDICAL INSURANCE in the event a player is injured during the course of the season.
  3. ADDITIONAL PLAYERS - Teams may add or delete players on their rosters until the end of the third week of the season. These changes must be made the day prior to your games.
  4. MINIMUM PLAYERS - Five rostered players shall constitute a full team. Teams may start with 4 players.
  5. CHAMPIONSHIP AWARDS – Although we allow an unlimited amount of people on your rosters we will only give out 10 awards for the championship team.

16. RUNNING CLOCK/REGULATION CLOCK

  1. The clock runs at all times EXCEPT:
    • During time outs.
    • During an injury.
    • Last 2 minutes of the 2nd half whenever the point difference 10 or less.
    • During Technical fouls
  2. A regulation clock will be in effect during the last 2 minutes of the 2nd half, only if the difference in the score is 10 points or less. In cases where the difference in the score is 11 or more points, the clock will continue to run until the difference in points is 10 or less, at which time, regulation clock will be in effect. A regulation clock will be in effect during any overtime period(s).

17. STUDENT IDENTIFICATION

All participants must register their social security number on their roster and have their Coyote One card present at game time at every game. Proper identification consists of a valid Coyote One card and valid social security number. Faculty and staff should follow the same procedure, as do the students. Alumni Association members need a current membership card and a photo ID. The Department of Recreational Sports requires that all teams complete registration of their team before the beginning of the season.

In cases where a participant has an extenuating circumstance (recently transferred, lost ID, etc.), they may still participate. However, the participant must complete the process before their first game. If this is not done, the participant will not be allowed to play until he/she follows the proper procedure.

18. Spectators

*Spectators and Equipment Team captain(s) are responsible for his/her own spectators, fans, and equipment. Spectators are subject to the policies and regulations of the Recreational Sports.

19. PROTESTS

Sec. 1 The notification of the intent to protest must be made before the ball is put back into play, or the play will no longer be protestable.

  1. The captain of the protesting team should immediately notify the official(s) that the game is being continued under protest. Officials will notify the opposing team captain or manager.
  2. All interested parties shall take notice of the conditions surrounding the making of the decision that will aid in the correct determination of the issue.

Protest shall be handed in writing to the Recreation Office the next working day by 5 p.m. Failure to do so will also negate the protest.

20. MERCY RULE

Whenever the difference in the score is 30 points, the game will be terminated, regardless of the amount of time played.

Rules & Regulations

1. TEAM REQUIREMENTS

Teams consist of three players. A minimum of two players is needed to start or continue. Former members of college varsity basketball teams and students regularly practicing with the intercollegiate basketball team are ineligible until they have sat out at least one calendar year.

2. IDENTIFICATION CHECK

A current CSUSB picture identification card along with validation will be required to participate.

3. EQUIPMENT

All players must wear court shoes during the course of play. No hard protective casts and/ or jewelry (rings, watches, chain necklaces, etc.) shall be worn. Teams are suggested to wear the same color shirts with numbers for easier on- court recognition.

4. GAME TIME

Each match will be a 3 game series. Each game will be to 21 points (one point for a basket, 2 points for made from beyond the 2 point line. The winning team is the team to win two of the three.

5. OUTS

Each team will be allowed 1 one-minute time- out per game.

6. OFFICIATING

Each game will have a supervisor or official. Common court courtesy and common sense prevail. If teams argue and display poor sportsmanship, both teams will forfeit the match.

7. FOULS

All fouls will be taken out at the top of the key. Fouls will be called on the court.

8. CHANGE OF POSSESSION

The ball must be cleared to a distance equivalent to the foul line in all directions after a change of possession (defensive rebound, turn- over, steal).

9. “ LOOSERS- OUTS”

The defensive team, after a converted offensive goal, shall be awarded the ball at the top of the key.

10. UNSPORTSMANLIKE CONDUCT

Sec-1 Actions that are potentially dangerous to the participants of the game and/ or conduct that is detrimental to the purpose of the Intramural Sports Program will not be tolerated. No players may physically intimidate or verbally abuse staff members. Violations of this nature will be considered unsportsmanlike conduct and at the discretion of the staff may result in removal from the contest.

Fighting – any acts of aggression or physical violence will not be tolerated. This includes throwing a punch, kicking an individual or any other aggressive act. Any player guilty of such action immediately before, during or after an intramural contest shall be disciplined according to Campus Recreation sportsmanship policies.

11. TEAM SPORTSMANSHIP

Sec –1 It is a priority that participation in Recreational Sports be first and foremost a fun experience. The team sportsmanship policy has been introduced in an effort to maintain a safe, fun, and enjoyable playing atmosphere for all involved. The team sportsmanship policy rewards those teams that are considered to be the most sportsmanlike team in their particular sport. Furthermore the policy does not allow teams with a record of poor sportsmanship to participate in league playoffs.

Sec –2 At the end of every game, the referees will rate the sportsmanship of each team. Likewise, the team captains will rate the sportsmanship of their opponents.

Sec –3 The referees and captains should use the following criteria in determining a team sportsmanship rating:

  1. Team exhibits poor and conduct and sportsmanship. The team is completely uncooperative and shows dissent to officials constantly. Team members show little regard for sportsmanship by engaging in unnecessarily rough play or trash talking. The team captain shows no control over his or her self, teammates, and spectators. Teams must maintain an average sportsmanship rating of 3.5 in order to be eligible to play in league playoffs. Any team below 3.5 will not be eligible to play in league playoffs.
  2. The team exhibits below average conduct and sportsmanship. The team consistently shows verbal dissent towards officials. The team captain exhibits little or no control over his or her self, teammates, and spectators. Team members consistently engage in unnecessarily rough play, and /or trash talking.
  3. The team exhibits average conduct and sportsmanship. The team shows verbal dissent towards officials. The team captain exhibits only minor control over his or her self, teammates, and spectators. Team members do not participate in the spirit of good sportsmanship by occasionally engaging in unnecessarily rough play and/or trash talking towards opponents and teammates.
  4. The team exhibits good conduct and sportsmanship. Team members verbally complain about some decisions made by the officials and/or show minor dissension, which may or may not merit a yellow card, technical, or other penalty. Team members maintain spirit of good sportsmanship in their conduct towards opponents. The team captain exhibits control of teammates and spectators.
  5. The team exhibits good conduct and sportsmanship. Players cooperate fully with the officials about rule interpretations and calls. Team members exhibit good will towards opponents and do not engage in unnecessarily rough or unfair play. The team captain is completely in control of his or her teammates and spectators.

Sec – 4 Teams that forfeit a game will be given a sportsmanship rating of 3. Teams winning a forfeited game shall not be given a sportsmanship rating. This game simply will not count towards their average rating.

Sec – 5 The Department of Recreational Sports and its staff reserve the right to over rule any team captain’s sportsmanship rating. This right is reserved to ensure that teams are not being unfairly rated.

12. INSURANCE

Sec –1 Participation in the Intramural Sports Program is completely voluntary. All participants run the risk of possible injury due to the inherent nature of sport. Individuals are strongly encouraged to have a physical examination and purchase health and accident insurance prior to participation. THE RECREATIONAL SPORTS DEPARTMENT HAS NO INSURANCE FOR ITS PARTICIPANTS; INDIVIDUALS PLAY AT THEIR OWN RISK. In the case of an injury during a scheduled contest, participants should immediately notify a staff member.

12. LIABILITY WAIVER/ TEAM ROSTERS

All teams are required to have a completed liability waiver/ roster submitted to the Recreational Sports Office, PE- 122. All players not listed on the roster are ineligible to participate. Players may only participate on one team. The team captain/ manager is responsible for monitoring the liability waiver/ team roster.
